Website Content Rules

This section explains how information is organized and managed on the site to meet our fairness, completeness and accuracy goals, and address regulatory requirements relative to UDAAP, Consumer Privacy and GLBA.

Generic versus Product-Specific Information

Wisewage contains several “how to” elements (text and videos) applying to prepaid and debit cards, payroll cards and other services, all intended to favor direct depositing of wages and salaries for the benefit or workers and their employees.

Such generic information on the site is not intended to represent capabilities of any product in particular. The capabilities of each specific product advertised on WiseWage are detailed on each product’s dedicated page, as provided by the provider of that product. Each product page contains only information about that product, as delivered to Wisewage by the product provider, eliminating the UDAAP risk that applicants be misled into believing that a product has capabilities and features that actually relate to another product.

Blog Posts

Wisewage contains weblog (“blog”) posts where contributors write short articles to explain generic or current issues about the market, product types, and financial advice. Wisewage blog posts are either written, or reviewed prior to publishing, by Adam Rust, a long-time consumer advocate and frequent contributor to standardization and industry regulation efforts. No article focused on a specific brand of product, and no “advertorial” is permitted on the blog, eliminating any UDAAP risk that visitors be misled about the features and benefits of a product they choose on other sections of the site.

A full disclosure statement about the Blog is available on the website’s Disclosures page.

Cards for Workers

Wisewage displays prepaid cards and debit cards, both of which operate on the debit networks and bear the explicit “debit” mention on the front of the card. Each individual product is correctly identified on the site as either a prepaid card or a bank account or debit card; the type of product is part of the product database and is displayed prominently on each card’s full page. Individuals can self-enroll into the product of their choice once they click on the link on the Wisewage website that leads to the card provider’s site or mobile application.

Each card product page contains only information about that product provided by the card provider, eliminating the UDAAP risk that applicants be misled into believing that a card has capabilities and features that actually relate to another card.

No card enrollment takes place on the Wisewage website and no information is collected on visitors, eliminating any Consumer Privacy issue and keeping the site outside of the scope of the Gramm Leach Bliley Act (GLBA).

Issuer Statements and Fees for Cards for Workers

Websites operating as advertising platforms, lead generators or comparison sites for payment cards, have no obligation to display the legal documents pertaining to the payment cards they mention, whether issuer statements, fee schedules or cardholder agreements. Such statements and documents are expected to be available on the card providers’ websites.

Accordingly, Wisewage is not intended to replicate the websites of the card providers and is not a place to display legal documents to which Wisewage is not a party.

Nevertheless, as a courtesy to card providers, an entire legal paragraph is available on the full page describing each card, where card providers can display any legal statement they would like about their product to the site visitors. The legal statement can contain both links and phone numbers to the product provider for access to further information.

Also, unique to WiseWage, the website provides a summary fee schedule for each card modeled on the CFPB proposed template for short form disclosure. It is still the duty of each product provider to disclose its full schedule of fees on its own website or mobile application.

Ancillary Services for Certain Cards

When certain add-on services not provided by the issuing banks are available for certain card products, such services can be mentioned as available on the full page dedicated to the card. WiseWage will however not display any specific legal statement for such services other than their availability. As a courtesy to the card provider, Wisewage can display a disclaimer on the full product page stating that such add-on services are not provided nor endorsed by the issuing bank, if the issuing bank desires such a disclaimer.

Option to Send Sign Up Links to Mobile Phones

If a product provider so desires, a sign-up link to their product (whether website or native application) can be sent by WiseWage to an applicant’s cellphone, should the applicant opt to receive such a link and provide his/her cellphone number.

This is intended to allow workers who cannot, or prefer not to, sign up for a card from a laptop at work, and would rather go back to the chosen card’s sign up page later on, from their own cellphone.

In compliance with the Mobile Marketing Association guidelines, Wisewage does not use the provided phone numbers other than for sending the required link only once, and does not store the provided phone numbers.

This is mentioned in short form next to the cellphone number capture field, and in full as part of the Privacy Statement on the Disclosures page of the website.

Services for Employers

Payroll card services for Employers

Separately from the cards that workers can self-enroll into, Wisewage also lists payroll services for employers that include payrolls cards shipped to businesses for redistribution to workers.

Individual consumers cannot self-enroll into payroll cards: such cards are only available as part of a service provided to a business.

Payroll card services displayed on Wisewage each have their full product page where a subset of their features and prices are advertised to site visitors. Like with all products on the Wisewage website, full disclosures, fee schedules and other terms and conditions are available on the respective product providers’ websites.

Payroll card products for PEOs, HR and Staffing Services Businesses

Wisewage may also advertise products or services not intended for employers or workers, but intended for businesses that, in turn, serve employers and workers.

Individual visitors, whether employers or workers, cannot enroll directly into such services.

Services for PEOs or HR & Staffing Servicers displayed on Wisewage each have their full product page where a subset of their features and prices are advertised to site visitors. Like with all products on the Wisewage website, full disclosures, fee schedules and other terms and conditions are available on the respective product providers’ websites.

Summary Display of Product Choices

Families of products are displayed on certain Wisewage pages to provide the visitor with a quick overview of offerings from different vendors in the same category:

-          Home page for choice of cards that workers can self-enroll into (prepaid & debit cards)

-          For Employer page for choice of payroll card services that a business can purchase

-          Other pages with other product categories as they may become available

Product displays on such pages are limited to “vignettes” so that a choice of products can be displayed in a matrix. Only a subset of product features and prices can be shown in such product vignettes: the full product description and more detailed pricing is available on each full page that the vignettes lead to when clicking on the product picture or the “full details” link inside the vignette.

Wisewage imposes a maximum limit of text and a fixed dimension for pictures for the product vignettes to ensure that all vignettes are the same dimensions on screen.

Product placement inside the matrix of vignettes is randomized every few hours to give all products an equal presence on the site.

Links to Product Providers

Whether they are for cards for workers, payroll card services or services of PEO, HR or Staffing businesses, specific products displayed on the Wisewage website each have buttons that link to the website or mobile application of the corresponding product provider.

Since Wisewage is a public website that does not require any visitor identification, there is no security or domain warning to a visitor who clicks on a button, because there is no change in security context. Nevertheless, all buttons display a tooltip when the cursor is hovered over them to inform the visitor of what the button will do before they click on it; for example: “sign up for this card”. Also, if the link is to a website, then the landing page of this website is always displayed in a new tab of the visitors’ browser. The tooltip display and the systematic opening of a new tab alleviate UDAAP issues that could arise out of visitors not realizing that they are reaching another property than Wisewage.

Links never convey any personally identifiable information about the visitor to the product provider: they only identify Wisewage as the referrer.
